Learning from best practice to improve public service in Ukraine

The National Agency of Ukraine on Civil Service (NAUCS) recognises human resources capacity development in emergency situations as one of the priorities of the on-going public service reform. Currently, public employees and officials, being the most important asset of administration at all levels, face numerous challenges linked to the aggression of the Russian Federation against Ukraine. Therefore in 2023 the Centre of Expertise for Good Governance (CEGG) supported the two national Best practice programmes (contests) on public service in Ukraine.  

On 13 and 14 December 2023 the NAUCS and the CEGG Programme “Strengthening good democratic governance and resilience in Ukraine” conducted two award ceremonies celebrating 12 innovative training programmes for local appointed and elected officials, as well as 12 best HR practices of public authorities. Moving forward, the NAUCS will widely disseminate and promote them across Ukraine.

Whilst the best practice programme on human resources management was focusing on enhancing resilience and adaptability of personnel in highly unstable context, the best training innovations were selected in the following three thematic areas:

  • Barrier-free workplace at public service,
  • Personnel recruitment under martial law, and
  • Ethical teamwork in crisis.

The CEGG supported these contests making use of its Human Resources Management, Training Needs Analysis and National Training Strategy and Best Practice in Local Government Programme which represent the practical crystallisation of the Council of Europe standards and best European practice.
