Green Public Administration
Climate change is increasingly recognised as an area of concern calling for determined action, as more and more member States are starting to feel its various consequences.
There is a growing consensus about the necessary transition to a sustainable development model and low carbon-emission economy in order to be able to tackle and mitigate the impact of climate change on the longer run, including with regard to the prevention of future global and transnational crises of an unprecedented scale.
Public administration can lead the way to promote and enforce the reduction of carbon emissions, protection of the environment, and better management of natural resources. Decisive action on the part of the public administration in turn will encourage individuals, organisations, and businesses to play their part.
Turning public administration green also means formulating a vision to be shared with and by the population and upholding a commitment to find a balance between short-term (economic) and long-term sustainability interests.
The CDDG will prepare a Report on Green Public Administration at all levels of government focusing on how climate change, environment and sustainability considerations are integrated into decision making processes.
The Report will also highlight good practice and draw from experience in member States, including current trends in Green Public Administration such as green public procurement, green budgeting, green fiscal policies and taxation, incentives for enterprises and consumers, smart digitalisation, agile working methods, innovative education practices, cross-border cooperation for environmental protection, youth and civil participation in the green decision-making to name a few.
The Committee in cooperation with the Icelandic Presidency of the Committee of Ministers had also organised the conference: “Green Public Administration in the Context of Good Democratic Governance: Exchange of Good European Practice” which took place on 26 April 2023 in Strasbourg. The recording of the conference and the main takeaways are available online.
