Human Resources Management in Local Self-Government – Phase 2

The professionality, motivation and competence of public officials in local administration can have a significant impact on the degree of good governance in a specific city or region, and as a result on the effective provision of services to citizens. Objective criteria for recruitment and promotions, the clear definition of tasks and responsibilities, and the provision of training contribute to enhancing the competence, efficiency and effectiveness of public administration.

To help Serbian local institutions strengthen their capacity to deliver good governance, the European Union and the Council of Europe are co-financing the project “Human Resources Management in Local Self-Government – Phase 2”, implemented by the Council of Europe and running from December 2019 to December 2021. The €4 million project was developed based on the achievements and challenges of the first phase, which was implemented from 2016 to 2017, and to respond to the needs arising from the implementation of Serbia’s Public Administration Reform Strategy.

Info Days on the Implementation of Municipal Support Package on Human Resources Management held in 4 biggest Serbian cities

 Info Days were organized in 4 biggest Serbian cities within the Joint European Union and Council of Europe Project “Human Resources Management in Local Self-Government”. Meetings, gathering 140 representatives from 77 local government units in Serbia, were held on 27, 28, 29 and 30 September 2016 in Belgrade, Novi Sad, Niš and Kragujevac, with the aim to present the Municipal Support Package for Enhancing Human Resources Management that will be implemented in 20 Serbian local self-government units to be selected through an open public call.

The Municipal Support Package is designed in compliance with the existing Serbian legal framework and requirements, best international practice in the HRM field and with the Council of Europe expertise. The MSP is developed with the purpose to create institutional framework for human resources management at local level and introduce key HRM functions in local public administrations.

The Public Call was open until 20 October 2016 for all Serbian cities, municipalities and city-municipalities to apply.
