Artificial intelligence and the enforcement of legal decisions, theme of the next World Forum on Enforcement, co-organised by the CEPEJ and the UIHJ

On December 2, 2024, the European Commission for the Efficiency of Justice (CEPEJ) and the International Union of Judicial Officers (UIHJ) are jointly organizing the 3rd World Forum on Enforcement, in Strasbourg, at the Council of Europe. This event will mark the 15th anniversary of the CEPEJ Guidelines on Enforcement, and will focus on the interactions between artificial intelligence (AI), human rights, and the enforcement of civil and commercial judicial decisions.

The event will bring together international experts, legal practitioners, academics, and representatives from international organisations to discuss technological advancements and ethical challenges posed by the increasing use of AI in the legal field.

While AI offers opportunities to improve the efficiency of enforcement procedures by allowing certain processes to be automated, voluminous data to be analysed more quickly, and even risks of fraud to be anticipated, it also raises questions in terms of human rights, transparency and regulation, and cannot, for example, replace the human expertise of judicial officers. This forum is therefore designed to examine these issues from various angles and propose innovative solutions to guarantee the protection of litigants in an increasingly automated legal framework.

The Forum will address several key topics, including recent advancements in AI in the justice sector, its implications for civil and commercial procedures, the regulation of AI in enforcement processes, and the role of judicial officers and enforcement agents in safeguarding citizens' rights amid technological advancements.

The Forum will serve as an ideal platform for exchanging experiences, promoting best practices, and strengthening relations between judicial authorities and judicial officers worldwide.
