Publication of the Results of the Workshop “Results of data collection on the management of judicial case flows and the use of these data to improve efficiency” in the Western Balkans

In order to promote the exchange of best practices among the beneficiaries of the action "Towards a better evaluation of the results of judicial reform efforts in the Western Balkans - phase II Dashboard Western Balkans II," the results of the workshop organized in Budapest in November 2023 titled "Workshop: "Results of data collection on the management of judicial case flows and the use of these data to improve efficiency"" have been published on the CEPEJ website. This document could be used to inspire concrete measures within various judicial systems, all aimed at improving the processes of data collection and analysis were also discussed.

Participants from Albania, Bosnia-Herzegovina, Kosovo*, Montenegro, North Macedonia, and Serbia discussed some common issues regarding the availability and quality of data as well as technical challenges linked to limitations of various software that may hinder the data collection process. Possible improvements in the data collection process tailored to each participating institution.

Participants discussed reforms or measures already implemented by different authorities concerning human resources, the promotion of alternative measures to prosecutions to reduce judicial backlogs, and the improvement of Case Management Systems (CMS) in the courts. Other approaches, like the establishment of specialized training for judges and the creation of specialized courts, were also considered to speed up procedures and improve the quality of decisions. These efforts, alongside changes in procedural codes and a strategy for resolving backlogs, highlight the desire to adopt a comprehensive approach to improve judicial efficiency.

The Dashboard Western Balkans action is implemented within the framework of the joint program of the European Union and the Council of Europe, the "Horizontal Facility for the Western Balkans and Türkiye."
