A study visit for the representatives of the HCJ; the MoJ and representatives of the High Court and group of initial courts the Project is working with took place on 7-8 July in the Hague, the Netherlands. The aim of this visit was to familiarise and exchange views between the Albanian and Dutch judicial and executive powers on managing quality and efficiency of the judiciary. The topics addressed during the visit were: The Council of Justice and its role in negotiating and managing budgets: cost per case system; and in monitoring the quality and efficiency of the judiciary; the Evaluation of judges – overview of a system and evaluation of the quality and efficiency aspects; the role of the Ministry of Justice and division of responsibilities with the council of justice; judicial statistics: collection, monitoring and reporting; judicial time management; IT and case management systems. The Albanian representatives of the HCJ, the Ministry of Justice and the Albanian courts met with representatives of the Dutch Council for the Judiciary, the President of the CCJE and representatives of the Ministry of Security and Justice. The Study visit enabled the participants to obtain a detailed overview of the judiciary in the Netherlands, the court system; court structure, organisation and management; the Council for the Judiciary and the Ministry of Security and Justice. They shared relevant experience and best practices.
