The European Commission for the Efficiency of Justice (CEPEJ) and the National Order of Moroccan Judicial Officers met on April 17, 2025, at the Council of Europe Office in Rabat to analyze the current situation regarding the notification and delivery of judicial documents in Morocco.
Mathieu Chardon, a CEPEJ expert, presented participants with recommendations he had formulated in 2015 aimed at facilitating the implementation of the procedure and reducing notification delays.
Moroccan participants discussed the specificities of the national context, emphasizing the need to strengthen the legislative framework to ensure the evidentiary value of documents established by judicial officers. They highlighted the recent adoption of a draft law related to the profession of judicial officers by the House of Representatives.
Discussions shed light on the difficulties encountered in implementing notification procedures, such as verifying the identity of recipients, similarities between names, and address-related issues particularly in rural areas. The use of new technologies was mentioned as a solution to address expectations regarding transparency and simplification of processes. According to the judicial officers present, these tools would promote faster, more effective execution and enhanced traceability of documents, underscoring the importance of training in this field.
