The cooperation programme "Strengthening the democratic reform in the Southern Neighborhood" (called « South Programme 1 »), financed by the European Union and implemented by the Council of Europe ended in December 2014. The second phase of this programme started in January 2015 and is entitled “Towards a strengthened democratic governance in the Southern Mediterranean” (or « South Programme 2 ») et will continue until December 2017.
