Using judicial statistics to strengthen citizens‘ trust in the justice system in Kosovo*

On 3 April 2025, the European Commission for Efficiency of Justice (CEPEJ) of the Council of Europe organised a workshop in Pristina aimed at sharing judicial statistics, in order to strengthen by helping them better understand how the justice system functions.

The workshop brought together around twenty participants, including judges and representatives of the Kosovo Judicial Council (KJC) secretariat responsible for statistics, communication and information technology. Jean-Baptiste Crabières (France), CEPEJ expert and Deputy Secretary General of the Court of Cassation and former Deputy Secretary General of the High Judicial Council in France, presented the French experience in the disseminating judicial data, based on the CEPEJ methodology for data collection and verification and the Guide to Communication between the Courts and the Public and the Media. He stressed that judicial statistics serve a dual purpose: contributing to the improvement of the judicial system efficiency and reinforcing public trust. He also highlighted the importance of clear, understandable and contextualised communication, making a distinction between data for professional use and data intended for the general public.

 

The workshop provided also an opportunity to discuss the publication of data on the length of judicial proceedings – an essential issue in addressing the recurring concern of citizens' regarding delays in the administration of justice. Participants highlighted the CMIS's ability to collect and generate large volumes of data and agreed on the need to improve communication of this data in order to help build a trustworthy judicial system.

This activity is organised by the KoSEJ III action “Strengthening the Quality and Efficiency of Justice in Kosovo”, which is part of the joint programme entitled "Horizontal Facility of the Western Balkans and Turkey III", co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
