A workshop to promote the implementation of the SATURN recommendations on judicial statistics was organised in Baku on 27 November 2015. The workshop was primarily intended for the members of the Secretariat of the five pilot courts handling the collection and the analysis of the statistical data. It was also discussed about the norms regarding the access to justice, judicial timeframes and the tools used to analyse the courts’ performance.
The workshop was led by Mr Leonid Antohi, project coordinator and member of the CEPEJ Secretariat. It was conducted in an interactive manner, paying particular attention to practical tools and tips to be used by the pilot courts in view of gathering, analysis and publication of statistical data. Therefore, the essential of the workshop was dedicated to the presentation and discussion of the reference timeframes set by the European Court of Human Rights in regard to access to justice within reasonable time, of the CEPEJ relevant time management recommendations and the tools used by its experts in view of analysing the courts’ performance. The activity was concluded by a practical demonstration on the use of an Excel workbook for analysis of court statistics – a simple but important tool which can help the court management and judicial personnel to thoroughly analyse statistical data in order to get valuable figures related to main court performance indicators which are used by CEPEJ and most European judicial systems.
