Introduction - Conference on Evaluating European Judicial Systems

The Conference, organised in co-operation with the Ministry of Justice of the Netherlands in The Hague on 2-3 May, presented the first report on evaluation of judicial systems prepared by the European Commission for the Efficiency of Justice (CEPEJ).

The Council of Europe’s European Commission for the Efficiency of Justice (CEPEJ) submitted its report on evaluation of European judicial systems to the Deputy Secretary General of the Council of Europe, Maud De Boer-Buquicchio, in the presence of the Minister of Justice of the Netherlands, Jan Piet Hein Donner.

This first report, which contains data on some 40 European countries, gave the Council of Europe a genuine key to understanding the workings of judicial systems in Europe. Collection and analysis of these essential data should allow decision-makers and the judicial community to identify the main trends in the organisation of courts, pinpoint problems, and help to implement reforms to make justice more efficient.

The conference, organised by the Council of Europe in co-operation with the Ministry of Justice of the Netherlands, provided an opportunity to consider practical arrangements for regular evaluation of European judicial systems in the future.
