The European Union and the Council of Europe present the “Justice Dashboard EaP” with the objective of better measuring the impact of the justice reform efforts of the Eastern Partnership countries.
The rule of law, fair justice systems and functioning of democratic institutions are crucial aspects of the democratic transformation of the Eastern Partnership. Fundamental reforms in good governance and the rule of law will underpin the new European Union’s agenda for the region with an emphasis on credible and sustainable justice reforms.
Through the new “Justice Dashboard EaP” the European Union and the Council of Europe will support Eastern partner countries in their efforts to improve the monitoring and evaluation of their justice systems. This will enhance the justice delivery as a direct benefit for citizens.
The “Justice Dashboard EaP” will support Armenia, Azerbaijan, Georgia, the Republic of Moldova, Ukraine (and potentially Belarus) achieve an effective, systematic and data-based monitoring and evaluation on the quality, efficiency, independence and accountability of their justice systems, including the prosecution services.
The “Justice Dashboard EaP” follows the Council of Europe European Commission for the efficiency of justice (CEPEJ) methodology for the evaluation of judicial systems in its first phase of data collection and quality control on relevant indicators for the functioning of judicial systems and the efficiency of justice. This will allow the beneficiaries to base their future policies and budget allocations on the findings to address outstanding challenges to complete their reforms and improve the quality, efficiency and/or accountability of their justice system in line with European standards. To this end, the “Justice Dashboard EaP” will support annual collection and processing of data on the functioning of the judicial systems, to provide and implement tailor-made technical expertise and capacity building activities designed from those results. Working closely with the relevant EaP authorities, will contribute to the national ownership of the process. Justice professionals, users of the justice systems and all citizens will also ultimately benefit from more efficient, high quality and transparent justice.The Action entitled "Support for a better evaluation of the results of judicial reform efforts in the Eastern Partnership” ("Justice Dashboard EaP") is co-funded by the European Union and the Council of Europe and implemented by the latter.
