The activities are organised in the framework of the Project “Support to further strengthening the efficiency and quality of the judicial system in the Republic of Moldova”, funded by the European Union and the Council of Europe and implemented by the Council of Europe in their Partnership for Good Governance II.

An earlier phase of this programme (January 2015 - December 2017) was supported by the European Union.

Context of the Project

In April 2014, the European Union and the Council of Europe agreed that targeted co-operation activities with Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus – the EU’s Eastern Partnership countries – would be implemented under the Partnership for Good Governance programme. The phase I of the programme (PGGI) started in 2015 and was completed in 2018; the second phase of the programme (PGGII) was launched in 2019 and will run until 2021.

These co-operation activities aim to strengthen the capacity of the Eastern Partnership countries, which are member States of the Council of Europe, with the exception of Belarus, to implement domestic reforms to bring them closer to European standards in the fields of human rights, democracy and the rule of law.

Objectifs du Projet

The main objective is to assist Moldovan authorities to improve the functioning of the justice system through strengthened efficiency and quality of courts, and a better system of enforcement of court decisions. To this end, it will support the implementation of a system for monitoring the progress of judicial reforms and to allow the adoption of justice sector policies based on objective information about the workload and performance of courts. Other objectives are improving the collection, reporting and analysis of data on the efficiency and quality of the courts and of the enforcement system, and consolidating the mechanisms for judicial transparency and accountability.

Expected results

  • The efficiency and quality of courts are enhanced through the application of CEPEJ tools at national level, while the mechanisms for judicial transparency and accountability are further consolidated.
  • The enforcement of court decisions in civil and administrative cases is improved through the implementation of the instruments developed by CEPEJ to analyse the functioning and efficiency of the system of enforcement.

Improving judicial communication to increase the public confidence in the judicial system of the Republic of Moldova

The assessment Report of the Communication Strategy of the Superior Council of Magistracy in the Republic of Moldova and the Guidelines on the relations between the judiciary and the media were presented and discussed during a workshop on 20 January 2021, with the involvement of the justice sector stakeholders in the Republic of Moldova.

The assessment Report has been prepared by national and international consultants, taking into consideration various European standards related to judges’ profession, with a focus on the recently adopted Guide of the CEPEJ on communication with the media and the public for courts and prosecution authorities and on good communication practices in the public sector. The discussions aimed at addressing the expert recommendations as well as the need to further strengthen the institutional capacities of the national courts to develop better communication practices, internally and in relations with mass-media and the large public.

This action is part of the Project “Support to further strengthening the efficiency and quality of the judicial system in the Republic of Moldova” in the framework of the Partnership for Good Governance II program, financed by the European Union and the Council of Europe, and implemented by the Council of Europe.
