On 3 July 2023, the launching event of the project on “Strengthening the efficiency and quality of justice in Bosnia and Herzegovina” took place in the premises of the High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC) and brought together key project beneficiaries, in particular the HJPC secretariat, presidents of 5 nominated pilot courts, representatives of the ministry of Justice of Bosnia and Herzegovina on state level and judicial training institutions, as well as representatives of the European Union Delegation and international cooperation projects present in Bosnia and Herzegovina.
The first half of the event consisted of a presentation of the CEPEJ working groups and tools, as well as of the new cooperation project and other international cooperation activities of which the HJPC is the beneficiary. The second part was dedicated to presenting the CEPEJ methodology on court coaching, which will be implemented with the 5 pilot courts of the project (basic courts of Cazin, of Trebinje, of Sokolic, of Livno and of Brcko district). The presidents of these courts presented to the CEPEJ experts the main challenges in their efforts to ensure efficient and quality justice, concerning judicial statistics, judicial time management and developing cyberjustice.
An initial court coaching visit took place on 4 July 2023 to Sokolac court during which court staff of different services discussed with the CEPEJ experts the issues of efficiency and quality of justice, and in particular the integration of the CEPEJ indicators in the CMS, analysis of judicial statistics, workload of a judge, user satisfaction surveys and staff surveys, mediation and judicial communication. After this initial visit tailored measures and recommendations will be proposed to Sokolac court, in according with the needs and with the CEPEJ tools and guidelines.
This activity was organised by CEPEJ action “HFIII: HF 4 - Strengthening the Efficiency and Quality of Justice in Bosnia and Herzegovina (BiHSEJ)”, which is part of the joint programme entitled "Horizontal Facility for the Western Balkans and Türkiye III", co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
