Children with disabilities
Children with disabilities have the same rights and the same needs as other children. They are not only entitled to the protection and assistance, but to full participation in society. Children with disabilities have the right to express their opinions, take part in decision-making that affects them, receive inclusive education and be protected from violence and abuse like everyone else.
The Council of Europe promotes the rights and full participation of persons with disabilities in society with a specific focus on children and young people with disabilities. The Council of Europe Recommendation on ensuring full inclusion of children and young persons in society recognizes the possible difficulties young persons with disabilities may encounter in their pursuit of a quality life as full-fledged members of society. The Committee of Ministers therefore calls on governments to take appropriate measures to ensure their full and equal enjoyment of human rights.
