Protecting the rights of Armenian children in a post-conflict context
What is the project?
The project objective is to protect the rights of Armenian children in a post-conflict context. The project builds on the expertise of the Council of Europe in protecting the rights of childrenin crisis and emergency situations, in line with one of the strategic objectives of its current Strategy for the Rights of the Child (2022-2027) related to children’s rights in crisis and emergency situations. The project will notably support the implementation of the Recommendation CM/Rec(2019)11 on effective guardianship for unaccompanied and separated children in the context of migration and its Explanatory Memorandum. The project will also contribute to the United Nations Sustainable Development Goals targets 1.5, 3.d, 4.7, 10.7 and 11.5.
Activities will be implemented under three main project components, with the aim to:
- support legal and policy reform in line with the Council of Europe’s standards to address the needs of Armenian children as identified by the Council of Europe Special Representative of the Secretary General (SRSG) on Migration and Refugees during her official visit to Yerevan on 11-13 October 2023 as well as other international organisations.
- strengthen the capacities of civil servants/focal points and other professionals to effectively safeguard the rights of affected children, especially displaced children from the Karabakh region.
- reinforce the awareness of children and adults on effective guardianship and the prevention of violence against children.
The project is implemented within the framework of new Council of Europe Action Plan for Armenia 2023-2026 in close co-operation with the Council of Europe Office in Yerevan from 1 January 2024 - 30 September 2025.
