Back Central Electoral Commission staff trained on the use of new Postal voting e-module

The Central Electoral Commission (CEC)’ s electronic system of the postal vote is now fully operational. Newly developed Postal voting module and an upgraded Preliminary Registration module of the of the State Automated Information System Elections have been tested during June-August. Both electronic modules are designed to help the CEC to identify the number of Moldovan citizens who are going to vote abroad, including by regular mail, in the upcoming Presidential elections and the EU-related Republican Constitutional Referendum on 20 October 2024.

The Council of Europe consultant led a tailor made specific training session on the use of the updated "Preliminary registration" module and newly developed Postal Voting module, covering all stages of the postal voting process, starting with the voter’s identification, registration, sending of the parcel/envelope with a ballot paper, receipt of the envelope, counting the votes. This excercise supports recent legislative changes aimed at enabling Moldovans living outside the country to participate in elections by mail.

For the Presidential elections and the Republican Constitutional Referendum Moldova will open around 234 polling stations abroad, including 3 for the postal voting across 6 countries: the USA, Canada, Sweden, Finland, Island and Norway. A total of 1.986 Moldovan citizens registered for postal voting in those countries.

The action was organized as part of the Council of Europe Project ”Improving Electoral Practice in the Republic of Moldova, Phase III”, in partnership with the Central Electoral Commission of the Republic of Moldova.
