Back CEPEJ supports the modernisation of courts in Moldova, in particular of human resource policies, evaluation of court performance, and a results-oriented management

Two working groups were launched on 30 October 2023 in the framework of the Project “Support to further modernisation of court management in the Republic of Moldova". One working group will develop recommendations for a balanced distribution of the workload among courts and judges, with a view to creating and maintaining better working conditions and ensuring gender equality in the employment and career of judges and court staff. The other working group will focus on the ways of improving the court performance through the harmonisation of annual court reports and a management of courts based on their workload and results. The two working groups, the mandates of which will last until the end of 2024, are composed of representatives of the Superior Council of Magistrates, Ministry of Justice, Agency for Court Administration, National Institute of Justice, delegated judges, and court personnel. International partners, civil society organisations, and members of the academia will be invited as observers.

In the same context, a training session on the evaluation or courts’ results, reporting on performance, and planning of resources was conducted on 31 October and 1 November, with participation of court presidents, judges, and senior court staff involved in reporting and budgeting exercises. CEPEJ experts from Slovenia and Serbia represented and compared the current national and other European practices on the evaluation of court performance by using quantitative and qualitative indicators and formulated relevant recommendations to the judiciary of Moldova.

These activities were organised within the framework of the Project “Support to further modernisation of court management in the Republic of Moldova”, funded by the European Union and the Council of Europe and implemented by the Council of Europe in their Partnership for Good Governance III (2023-2027).
