Joining forces and addressing common challenges in supporting vulnerable groups in the Republic of Moldova

Representatives of civil society, local administration, police officers, Roma community mediators, education, and social protection specialists from Călărași, Soroca, Dubasari and Cimișlia districts met online to discuss the challenges in supporting vulnerable groups at local level.

The participants shared their experience in working in each district with vulnerable groups and individuals - that are at risk of stigmatization and discrimination, or already victims of bias-motivated violence.

Each of the districts involved with this activity has its specific challenges in supporting vulnerable groups in the local context, but still there are some common issues identified. The lack of specialized professionals, such as psychologists, poses a challenge in providing effective rehabilitation and support. Existing prejudices against certain groups hinder their integration and inclusion. Difficulties persist in ensuring the socio-economic integration of Roma persons.

Success stories and examples of good practice were also highlighted, including the inclusion of marginalized persons and organisation of in-depth training for teachers and pupils to address school bullying.

Documented bias-motivated incidents in partner districts prompted collaboration between the Police Inspectorate and other public service providers and civil society organizations to ensure specialized assistance for victims. Experience will be shred with other districts in the Republic of Moldova with aim to improve professionals’ responses to discrimination and hate crimes at the national level.

The activity is part of the Council of Europe project Enhancing diversity and equality in the Republic of Moldova,  implemented in the framework of the Council of Europe Action Plan for the Republic of Moldova for 2021-2024 and funded by the Ministry of Foreign Affairs of the Kingdom of the Netherlands and the Council of Europe project ‘’Promoting non-discrimination in the Republic of Moldova’’.
