A new Operational Handbook (guide) for police officers and carabinieri is now available. It will guide law enforcement bodies in ensuring public order during the elections during Presidential elections and the EU-related republican constitutional referendum in Moldova to be held on 20 October 2024.
Ministry of Internal Affairs’ (MIA) employees will benefit from this updated methodological tool, which delineates specific actions and procedures for maintaining public order and investigating into the electoral contraventions and offences. This resource is built up on the methodology developed in 2023 and is being used in the electoral trainings conducted by the Centre for Continuous Electoral Training.
Key questions addressed in the handbook includes: What is the difference between an offence and a misdemeanor? Which national authority will investigate a potential passive bribery of voters? What are the duties of a MIA’s employee before the elections, on election day and even after? The handbook provides answers to these questions.

This initiative aims to bolster the integrity of the electoral processes and procedure in the country, promoting a safe and orderly environment for voters and electoral officials alike.
The activity was organised by the Council of Europe within the Project Improving electoral practices in the Republic of Moldova, phase III in partnership with the Ministry of Internal Affairs, National Inspectorate for Public Security, National Inspectorate of Carabiners, Academy “Stefan cel Mare” within MIA and the Centre for Continuous Electoral Training.
