The national authorities engage in discussions on developing guidelines on ethics and integrity rules for persons entrusted with top executive functions (PTEFs) in line with GRECO recommendations

The project "Action against Corruption in the Republic of Moldova - Phase 2", funded by the US Department of State's Bureau of Legal Affairs and Counter Narcotics (INL) and implemented by the Council of Europe, is continuing its efforts in the fight against corruption, by supporting the development of Guidelines on ethics and integrity rules for persons entrusted with top executive functions (PTEFs) in the Republic of Moldova.

In the framework of this support, a series of consultative meetings were held with the national authorities of the Republic of Moldova, in order to gather information and opinions on the development of the guidelines outlining principles of integrity and conduct for PTEFs, covering all relevant integrity aspects (conflicts of interest, incompatibilities, gifts, contacts with lobbyists and third parties, post-employment restrictions, asset declarations, the handling of confidential information and ancillary activities).

The guide is developed in line with the findings and recommendations issued by the Group of States against Corruption (GRECO) in the fifth round evaluation report for the Republic of Moldova. GRECO emphasized the need of adopting and making public codes of conduct for persons with top executive functions, covering all relevant integrity matters, together with practical guidance and coupled with a credible and effective mechanism for supervision and enforcement.

The initiative represents a significant step in strengthening efforts to fight corruption and promote a high standard of ethics and integrity in government institutions. By implementing these principles of integrity and conduct among high-level officials, the aim is to strengthen the rule of law and promote transparent and accountable governance in the Republic of Moldova.
