The project seeks to promote further modernisation of the judicial administration, improving the evaluation, efficiency, and quality of the functioning of courts, in particular by strengthening the court management and preventing backlogs, improving the transparency, communication, and accessibility of courts, as well as the public trust and user satisfaction, in line with European standards. The action will support the implementation of key judicial reforms included in the Strategy for Ensuring the Independence and Integrity of the Justice Sector 2022-2025 and its Action Plan, as well as those required in the context of Republic of Moldova’s candidacy for membership of the European Union.  

The project is implemented within the third Phase of the joint programme of the European Union and the Council of Europe “Partnership for Good Governance” running from 2023 until 2027.

Who benefits from the project?

General public and court users will benefit from improved protection of their rights through the quicker provision of judicial services of higher quality.

Superior Council of Magistrates, Ministry of Justice, Agency for Court Administration, and the National Institute of Justice will benefit from guidance, capacity building and training of their members and staff.

How does the project work?

Through a combination of tailored policy advise, capacity-building and awareness raising actions. 

What is the budget of the project?

The total budget is EUR 635 000.

The overall Programme budget is EUR 19.3M (80% is co-funded by the European Union and 20% by the Council of Europe). 

 

About the Partnership for Good Governance

The “Partnership for Good Governance” (PGG) is a joint initiative of the European Union and the Council of Europe for strengthening good governance in the Eastern Partnership region*.

PGG provides tailor-made support to Eastern Partnership countries to bring their legislation and practice closer to European standards in the fields of human rights, rule of law and democracy. Progress in the EU accession agenda is in focus for Ukraine and the Republic of Moldova, as are improved European perspectives for Georgia. The Partnership for Good Governance programme will also continue supporting Armenia and Azerbaijan and is also foreseen to support co-operation with Belarusian democratic forces and civil society. 

 

* While the Partnership for Good Governance does not include activities with the participation of the Belarusian authorities, activities may be organised with the representatives of Belarusian civil society and democratic forces as appropriate in line with the European Council Conclusions of February 2022 and the Decision of the Council of Europe Ministers’ Deputies of March 2022.
