23 prison specialists were guided on facilitating the implementation of a new Policy and Standard Operating Procedures on treatment of vulnerable groups of detainees in the daily routine of the prisons of the Republic of Moldova, during a training session held on 1-2 March 2023.
The participants, coming from all 17 prisons and the National Administration of Penitentiaries (NAP), were updated and improved their understanding on the concept and measures of identifying vulnerable detainees and providing them with protection and treatment appropriate to the registered needs and risks, thereby promoting a safe and healthy prison environment.
They further engaged in group activities and exchange of experience based on the practices in their respective prisons in establishing actions for the management of prisoners with mental health problems, preventing and managing crisis situations, and facilitating and maintaining the wellbeing of the prison staff.
The Policy on treatment of vulnerable groups of detainees and three Standard Operational Procedures on management of prisoners with mental health problems, on multidisciplinary teams and on staff wellbeing were developed by the Working Group constituted jointly with the NAP, under the guidance of Council of Europe consultants.
The activity was organized under the auspices of the Project “Strengthening the prison and probation reforms, provision of health care and the treatment of patients in closed institutions in the Republic of Moldova”, financed through the Council of Europe Action Plan for the Republic of Moldova (2021-2024) and implemented by the Council of Europe.
