Back Meeting of the Ministers’ Deputies on 9-10 February 2022

On 9 February, at their 1424th meeting, the Ministers’ Deputies adopted Guidelines on the use of information and communication technology (ICT) in electoral processes in Council of Europe member States [more information …], as well as a Recommendation to member States on the democratic accountability of elected representatives and elected bodies at local and regional level [more information …]. They also took note of the annual activity report 2021 of the Centre of Expertise for Good Governance.

The Deputies held an exchange of views with Mr Gerhard Ermischer, President of the Conference of INGOs.

They also decided to open for signature the Second Additional Protocol to the Convention on Cybercrime on enhanced co-operation and the disclosure of electronic evidence on 12 May 2022 in Strasbourg.

On 10 February, the Deputies held an exchange of views on relations with the United Nations, on human rights questions, with the participation of experts from capitals. The exchange included an address by Ambassador Federico Villegas, President of the United Nations Human Rights Council, on the agenda of the next session of the Human Rights Council, and a thematic discussion on human rights and environment.
