Back Meeting of the Ministers’ Deputies on 17 January 2024

At their 1486th meeting, on 17 January 2024, the Ministers’ Deputies discussed current political affairs.
 
They continued their supervision of the European Court of Human Rights (ECHR) case Osman Kavala against Türkiye and, in particular, the situation of the applicant. The Deputies expressed their deep concern over the prolonged detention of Mr. Kavala, who has been detained since 18 October 2017, and again called for his immediate release, noting that Parliamentary Assembly Recommendation 2261 (2023) echoes this call and underlining that the Reykjavík Declaration[Note] adopted at the 4th Summit of the Council of Europe (Reykjavík, Iceland, 16-17 May 2023) emphasises the fundamental importance of the execution of the Court’s judgments and the effective supervision of that process to ensure the long-term sustainability, integrity and credibility of the Convention system. The Deputies recalled the steps already taken and noted the forthcoming high-level visits and technical contacts with the Turkish authorities and invited the latter to keep the Deputies informed of the outcome of this constructive and results-oriented dialogue.
 
The Deputies continued their work on the follow-up to the 4th Summit of Heads of State and Government of the Council of Europe (Reykjavík, Iceland,16-17 May 2023). They also agreed on the procedure to be followed for the election of the next Council of Europe Secretary General and discussed the activities planned for the 75th anniversary of the Council of Europe.
 
In addition, the Deputies held a final exchange with Mr Tiny Kox, President of the Parliamentary Assembly, following his farewell address. They also heard a communication by Ms Despina Chatzivassiliou-Tsovilis, Secretary General of the Assembly, on the preparation of the 1st part of the 2024 Session (22-26 January 2024) and other Assembly activities.
