Azerbaijan and the Council of Europe – bringing human rights from the conference table to your kitchen table

The Council of Europe works for you. We want to give visibility to the role, standards and work of the Council of Europe in its member states, to show how Council of Europe membership has helped achieve particular results or changes. Our aim, through a variety of events and actions, is to highlight ways in which the Council of Europe’s action has helped improve the life of individuals and contributed to improving people’s enjoyment of fundamental rights.

Whether it is the impact of the European Convention on Human Rights at national level, or the Council of Europe's work in many fields, such as working to abolish the death penalty or to ensure freedom of expression and freedom of the media, or to adress online and technology-facilitated violence against women through the Istanbul Convention and Budapest Convention on Cybercrime, the Council of Europe has achieved a lot since 1949. View achievements »

  • Café discussion "Zero tolerance to domestic violence in society": 25 Azerbaijan legal professionals - judges, lawyers, members of the Bar Association, and law students convened in Baku as part of the "16 Days of Activism against Gender-Based Violence - 2023", to discuss ideas and share their experience in a positive and friendly atmosphere.

  • International conference dedicated to the 70th anniversary of the entry into force of the European Convention on Human Rights on the topic “European Convention on Human Rights and Azerbaijan: achievements and perspectives”, organised by the Council of Europe Office in Baku together with the Law Faculty of the Baku State University.

9-13 October 2023

  • Visit to Strasbourg to allow students and professors to engage with key Council of Europe entities, learning about their missions, priorities, and contributions to human rights and gender equality in Europe. The visit also included participation in a session of the Council of Europe Parliamentary Assembly, meetings with judges from the European Court of Human Rights related to cases involving Azerbaijan and Türkiye, as well as discussions on cases on gender-based violence and human rights abuses with the office of the Council of Europe Commissioner for Human Rights. Interactive workshops led by lawyers from the ECtHR, provided participants with an opportunity to explore case studies and engage in group discussions.  The Azerbaijani delegation also attended a lecture at the University of Strasbourg, enriching their academic understanding of efforts to combat violence against women and domestic violence in France.

  • Three-day training programme on Media and Information Literacy with a focus on Digital Media Literacy and Disinformation for journalism students from four Azerbaijani universities — Azerbaijan University of Languages, Baku Slavic University, Baku State University, and Nakhchivan State University (Shabran).

  • Lectures to students of the Faculty of Law of Baku State University on Cooperation with the Council of Europe, and “The European Convention on Human Rights and other Council of Europe legal instruments” given by the Head of the Council of Europe Office in Baku.
  • Training for students from different courses on the topic “European Convention on Human Rights and Decisions of the European Court of Human Rights”, given by Sayad Alakbarov, a 4th-year student of the Faculty of Law, as part of the “Student for Student” project, where upper-year students provide training to lower-year students on predetermined topics.

  • Launch of an awareness raising campaign with the motto “European Convention on Human Rights - 70 years”, organised by the Faculty of Law of Baku State University and the Council of Europe Office in Baku.
