Within the project “Strengthening democracy and building trust at local level in Ukraine”, the Congress of Local and Regional Authorities of the Council of Europe is launching a call to local experts for consultancy and expert support to selected Ukrainian municipalities implementing local initiatives on ethical, innovative and inclusive policies and practices.
The Council of Europe is looking for a maximum of nine consultants with a particular expertise on:
- Ethical, transparent and participatory decision-making at local level;
- Engagement of under-represented groups (in particular, Roma and other ethnic minorities, and IDPs);
- Gender equality and equal opportunities for women and men to participate in local political life.
Selected consultants will have up to four on-site visits to selected municipalities in Ukraine, up to three meetings with beneficiary municipalities and home-based work until February 2021. The expected starting date is 15 January 2020.

Deadline for submission of applications is 7 January 2020.
The project “Strengthening democracy and building trust at local level in Ukraine” implemented by the Congress of Local and Regional Authorities as part of the Council of Europe Action Plan for Ukraine 2018-2021. The project aims to improve the quality of local democracy in Ukraine by strengthening institutional frameworks and by supporting local authorities and their national associations in their efforts to promote ethical decision-making and more citizen-oriented, responsive and transparent local governance.
