Congress supports innovations in training in Ukraine

Eight winners of the Best Practice in Local Government Programme in Ukraine – training and re-training institutions and universities – were honoured for their best practices implemented in 2024 in an Award Ceremony held on 2 December 2024 in Kyiv.

Organised by the Centre of Expertise for Multilevel Governance (CEMG) at the Council of Europe Congress, in co-operation with the National Agency of Ukraine on Civil Service, the Award Ceremony highlighted training innovations such as:

  • Master’s programmes on public administration;
  • Retraining of civil servants, heads and first deputy heads of state representations at sub-regional level, local public officials and local councillors;
  • Internal trainings in public authorities at sub-national level;
  • Professional training for enhancing English language proficiency in public authorities at sub-national level.

The Best Practice Programme plays an important role for Ukraine’s system of building public officials’ capacities at sub-national level, as it motivates providers to constantly search for new approaches and adapt to modern challenges and needs. A notable aspect of the 2024 Programme is its extensive integration of IT tools and practical insights from businesses and local authorities. A total of 48 applications were submitted and evaluated by the selection panel, using the CEMG toolkit BPP – Best Practice in Local Government Programme.

The event and the Best Practice Programme were supported by the Council of Europe within the Programme “Strengthening Good Democratic Governance and Resilience in Ukraine”, which is implemented by the CEMG at the Congress of Local and Regional Authorities under the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction.
