Meeting in Oslo, Norway, on 3 July 2019, the Monitoring Committee decided to retain social rights as the main theme of Volume II of the Manual on Human Rights for Local and Regional Representatives.
"The outcome of our consultation with Congress members clearly highlighted social rights as a major concern for local and regional elected representatives," said Harald BERGMANN (Netherlands, SOC), member of the Monitoring Committee and spokesman of the Congress on Human Rights.
Volume II on social rights will include a presentation of the legal context, drawing in particular on the revised European Social Charter, challenges at territorial level and examples of good practice successfully implemented in cities and regions in Europe.
The first volume, published in 2018, focused on combating discrimination against three groups: refugees, asylum seekers, migrants and displaced persons - Roma and Travellers - and LGBTI people.
