The Congress made a post-monitoring visit to the Republic of Moldova

A delegation of the Congress, composed of the Congress rapporteurs on local and regional democracy, Mrs Gunn Marit Helgesen (Norway, EPP/CEC), and Mr Marc Cools (Belgium, ILDG), carried out a post-monitoring visit to Chisinau, Republic of Moldova, on 21 November 2019. A report on local and regional democracy in the Republic of Moldova was adopted by the Congress on 4 April 2019.

During the visit, the delegation met Mr Ion Chicu, Prime Minister of the Republic of Moldova, Mr Aureliu CIOCOI, Minister of Foreign Affairs and European Integration, Mr Serghei PUȘCUȚA, Minister of Finance, Mr Adrian ERMURACHI, Deputy Secretary General of the State Chancellery, Ms Reghina APOSTOLOVA, Vice-President of the Parliamentary Committee for Public Administration and Regional Development and Mrs. Irina VLAH, Bashkan (Governor) of the Gagauz-Yeri Territorial Unit.

The delegation discussed the achievements and challenges of the implementation of a roadmap, signed in 2016, and Recommendation 436 (2019), in which the Congress invited the authorities of the Republic of Moldova to return to the path of decentralisation through appropriate and full implementation of all previous Congress recommendations. This post-monitoring procedure led to a revision of the roadmap in order to take into account the latest developments in local and regional democracy in the Republic of Moldova and the commitment of the Moldovan authorities at all levels of governance on this issue.

The Republic of Moldova ratified the European Charter of Local Self-Government in 1997. Countries which have ratified the Charter are bound by its provisions. The Charter requires compliance with a minimum number of rights, which form the European bedrock of local self-government. The Congress of Local and Regional Authorities makes sure that these principles are observed.
