The activities to be implemented within the framework of the Horizontal Facility focus on trafficking in human beings, discrimination based on sexual orientation or gender identity and protection of minorities.

The technical expertise provided by the Council of Europe for Albania, “the former Yugoslav Republic of Macedonia” and Serbia will be based on the Council of Europe standards and the findings of its monitoring bodies, in particular GRETA for recommendations related to human trafficking, ECRI for discrimination of LGBTI people and the Advisory Committee of the FCNM and the Committee of Experts of the ECRML for the protection of minorities.
