Between 30 September and 4 October 2024, pilot visits were conducted at five prison facilities in Türkiye, including Sincan Juvenile Prison, Nevşehir E-Type Prison, Kayseri Women's Prison, Boğazlıyan T-Type Prison, and Çorum L-Type Prison. These visits aimed to pilot the newly developed policy paper and Standard Operating Procedures (SOPs) regulating disciplinary and reward practices for prisoners.
The first phase of the piloting process was successfully completed through bilateral meetings with prison management, security staff, and psychosocial services personnel. The discussions provided valuable insights into the current procedures and operational practices related to the rehabilitation of inmates through discipline and reward mechanisms. International consultants and a project manager from the Council of Europe participated in the visits, presenting the policy paper and SOPs, which had been developed as part of a broader initiative under the project.
The policy paper and SOPs are designed to promote fair and effective disciplinary and reward systems, with the ultimate aim to enhance rehabilitation of inmates, including those belonging to vulnerable groups.
The pilot prisons will implement these new practices over a six-month period, after which a second round of visits will be conducted to evaluate their impact and make necessary adjustments to the developed tools.
These pilot visits were organised within the scope of the Project on "Enhancing the Disciplinary and Reward Procedures for Prisoners in Türkiye” co-funded by Norway, the Human Rights Trust Fund of the Council of Europe, Belgium, Türkiye, and the Netherlands.
