60 probation staff from 35 Probation Offices participated in training sessions on implementing the new programme for reducing aggressive and violent behaviour among offenders under probation.
Designed to equip probation counsellors with practical, evidence-based tools to support behavioural change and offender rehabilitation, the training included group work, role-playing exercises, and theoretical insights in the areas of psychology, rehabilitation, and group dynamics.
The Offender Behaviour Programme (OBP) on aggressive and violent behaviour for adult offenders under probation, was developed jointly by the Council of Europe consultants and the National Probation Inspectorate (NPI). In 2024, the program was piloted, evaluated and validated as an effective tool for practical implementation. Its objectives focus on addressing individual risk factors associated with aggressive and violent behaviour, increasing offenders’ motivation for change, developing prosocial skills and values, and improving their adherence to treatment and rehabilitation.
This activity was organised under the auspices of the Council of Europe Project “Further strengthening the prison and probation systems, provision of health care, and the treatment of patients in closed institutions in the Republic of Moldova”, financed through the Council of Europe Action Plan for the Republic of Moldova (2025-2028).
