This training on effective investigation marks the completion of the first round of specialised training for prosecutors responsible for investigating allegations of ill-treatment in line with Article 3 of the European Convention of Human Rights, and the Committee for the Prevention of Torture (CPT) standards and recommendations. Practical case studies strengthened the investigative techniques of the attendees.
Representatives from the Internal Control Department (ICD) of the Ministry of Interior and the prison system joined the training in order to enhance the quality of cooperation and communication.
By equipping prosecutors and relevant officials with the essential knowledge and skills, the training enhanced Montenegro’s institutional capacity to combat ill-treatment, and will ensure accountability and prevent impunity. By reinforcing investigative effectiveness and inter-agency coordination, Montenegro moves closer to ensuring that all allegations of ill-treatment are thoroughly investigated, perpetrators held accountable, and victims receive justice.
The sessions were organized as part of the joint European Union and Council of Europe action, “Enhancing human rights protection for detained and sentenced person in Montenegro”, as part of the broader joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye”, implemented by the Council of Europe. This initiative plays a crucial role in supporting Montenegro's efforts to meet European human rights standards, contributing to the country's ongoing reforms in the justice and law enforcement sectors.
