A workshop held in Armenia on 14-15 December 2024 brought together representatives from the Penitentiary and Probation services, experts, and civil society to discuss ways to improve rehabilitation programmes for inmates and probationers. It focused on reducing reoffending and promoting reintegration of former prisoners into society.
The discussions highlighted the importance of addressing stigma and providing targeted support to help inmates transition back into society. The participants shared examples of successful rehabilitation programmes and discussed challenges, such as limited resources and gaps in knowledge and skills of the staff working in the criminal justice system. They also explored ways to make decisions about release fairer and more consistent, while also emphasising the value of detailed reports that assess an individual’s progress and risks. Improved coordination between the different services was seen as vital for ensuring that rehabilitation efforts are comprehensive and effective.
The workshop was concluded with plans to enhance training programmes, strengthen partnerships, and develop community-based support for continuous reintegration. The participants emphasised the need for collaboration between various organisations, including government agencies, non-governmental groups, and communities, to create effective rehabilitation systems. These measures are part of a broader effort to reduce crime and promote social inclusion by addressing the needs of offenders in a structured and supportive way.
This event is part of the Council of Europe’s support within the framework of the Projects “Strengthening the protection of the rights of persons in detention” and “Strengthening the Probation service in Armenia”. The Projects are financed within the framework of the Council of Europe Action Plan for Armenia 2023-2026 and implemented by the Council of Europe.
