In the Federation of Bosnia and Herzegovina (FBiH), the Council of Europe (CoE) is playing a vital role in enhancing the legal framework regarding the execution of criminal sanctions. Through various initiatives, the CoE is working alongside FBiH authorities to ensure that the domestic regulations and practices align with international human rights standards, improving offenders’ treatment and promoting fairness and effectiveness in the penitentiary system.

As a part of this effort, the working group assigned with this task held its first meeting on 25-26 February in Igman, BiH. The process, financially supported by CoE, assists FBiH authorities in reforming and modernising the existing law governing the execution of criminal sanctions, including prison conditions, rehabilitation programs, vocational training and post-penal reintegration of offenders.

The aim is to create a more humane, efficient, and transparent system that upholds the dignity and rights of individuals, while ensuring public safety. CoE will provide expertise throughout this process to ensure that the new draft law alines with the relevant Council of Europe recommendations, the European Prison Rules and the European Convention on Human Rights.
