The Action, in general, aims to address important prison and police issues, especially the ones recorded in the CPT reports. Furthermore, it will provide support to the BiH authorities in ensuring compliance with the Council of Europe standards as necessary and assist them in advancing further towards the process of stabilisation and European integration. Specifically, the Action directly aspires to strengthen the capacities of staff to deal with persons deprived of liberty without infringing their human rights, design and provide meaningful activities for persons deprived of liberty, ensure that access to primary health care in prisons is equal to that provided in the community and support the treatment of mentally incapacitated offenders based on human rights standards.

Back Graduate Court Police oficers continue further training with guidelines for dealing with persons deprived of liberty

The 14th generation of court police officers in the Federation of Bosnia and Herzegovina graduated on 28 February 2018 in Sarajevo as one of the best classes. The ceremony was attended by Ambassador Drahoslav Štefánek, Head of the Council of Europe Office in Sarajevo, who congratulated the young police professionals and their families.

''You have a responsible an difficult task ahead of you. But at the same time it is a rewarding and a humane choice of profession. As one of the most important links in the criminal justice system, you will be held accountable for humane treatment of persons deprived of liberty placed in your care. The rule of law is the most important and most prominent feature of any civilised society, especially in the member states of the Council of Europe'', emphasized Ambassador Štefánek.

Each graduate court police officer, received, together with the diploma, a copy of the Guidelines for dealing with persons deprived of liberty in closed environment. This operational manual is developed within the framework of the Joint Programme Horizontal Facility for Western Balkans and Turkey - "Enhancing human rights protection for detained and sentenced persons in Bosnia and Herzegovina", co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.

‘’Our task was to help you develop the Guidelines based on the Council of Europe standards and recommendations, as well as the best international practices. We look forward to seeing you implement it in practice’’, concluded Ambassador Štefánek.
