The Action, in general, aims to address important prison and police issues, especially the ones recorded in the CPT reports. Furthermore, it will provide support to the BiH authorities in ensuring compliance with the Council of Europe standards as necessary and assist them in advancing further towards the process of stabilisation and European integration. Specifically, the Action directly aspires to strengthen the capacities of staff to deal with persons deprived of liberty without infringing their human rights, design and provide meaningful activities for persons deprived of liberty, ensure that access to primary health care in prisons is equal to that provided in the community and support the treatment of mentally incapacitated offenders based on human rights standards.

Second Steering Committee meeting in Bosnia and Herzegovina

The Second Steering Committee meeting of the EU/CoE Horizontal Facility for Western Balkans and Turkey project implemeneted in Bosnia and Herzegovina under the title ''Enhancing human rights protection for detained and sentenced persons'' was held in Banja Luka on 2 February 2017.

The progress achieved with drafting of various guidelines, handbooks and protocols aimed at developing competencies of various categories of law enforcement officers and medical staff in prisons  to deal with persons deprived of liberty  was presented to the Ministries of Justice representatives and Committee observers. In addition, plans to print promotional material for the project participants were discussed and approved, as well as the three-month work plan for the period March-June 2017.

The Steering Committee members encouraged those directly involved in implementation of the project to continue their cooperation with other jurisdictions in the form of exchange of experiences and best practices in the final stages of the drafting work. They also took note of the project's unplanned results, such as sharing the Glossary with terminology used in the CoE-implemented past projects in the area of execution of criminal sanctions in BiH among the wider professional community. This contributes to the standardisation of prison-related terminology used across the criminal justice sector in BiH.         

The next Steering Committee is planned for mid-2017.
