The Action, in general, aims to address important prison and police issues, especially the ones recorded in the CPT reports. Furthermore, it will provide support to the BiH authorities in ensuring compliance with the Council of Europe standards as necessary and assist them in advancing further towards the process of stabilisation and European integration. Specifically, the Action directly aspires to strengthen the capacities of staff to deal with persons deprived of liberty without infringing their human rights, design and provide meaningful activities for persons deprived of liberty, ensure that access to primary health care in prisons is equal to that provided in the community and support the treatment of mentally incapacitated offenders based on human rights standards.

Back Training in law enforcement is an opportunity to influence the future

A multi-agency team of law enforcement trainers in Bosnia and Herzegovina is further improving their training skills to deliver human-rights based programme for dealing with persons deprived of liberty in closed environment. The activity is being carried out in the framework of the Horizontal Facility for Western Balkans and Turkey Action in Bosnia and Herzegovina, held on 13-14 February in Bihac. 

The core team of prison staff trainers is mentoring their colleagues from all 10 police agencies in BiH over the six-months intensive trainers' programme aimed at ''Enhancing human rights protection for detained and sentenced persons'', under the auspices of both partners in the implementation of this Action, European Union and Council of Europe. 

''We all have the feeling of this being one of these unique moments when we are given an opportunity to influence the future'', says Vildana Dolamic, Expert Associate in the Cabinet of the Head of the Service for Foreigner Affairs. 

This training initiative is reaching its completion date in April 2018, when a group of police staff trainers will be accredited to deliver peer training across the law enforcement sector. This is part of an internal accreditation scheme to share the original competence to deliver human - rights based training to custodial staff, originally entrusted to the core prison staff training team supported through a series Council of Europe -implemented projects to date.
