Norway Grants
The Council of Europe has long been engaged in setting standards on human rights and furthering democracy and the rule of law across Europe. The close partnership between the EEA and Norway Grants (the Grants) and the Council of Europe draws on the Council’s wealth of experience and expertise in areas such as justice reform, fighting corruption, trafficking and gender-based violence and promoting equality and social inclusion.
The Council of Europe is involved in 19 programmes of the Grants, covering nine beneficiary countries. The Council of Europe gives advice in the development and implementation of programmes and also takes part in a number of projects.

Romania:
- Pre-defined Project “Strengthening the capacity of the pre-trial detention system to comply with the relevant international human rights instruments” (22 April 2014 – 30 April 2017)

- Pre-defined Project “Improving the Standard of Latvian State Police detention centres, including activities aimed at improving infrastructure, reducing/abolishing the current practice of administrative detention, changing the practice of returning remand prisoners for further investigation, ensuring adequate training for staff working at police detention facilities”
