Representatives of monitoring and oversight bodies, political parties and Parliament participated in the workshop to discuss the “Assessment of the regulatory framework for financing of political entities and electoral campaigns”, produced within HF Action against Economic Crime in Montenegro.
The workshop provided a venue to discuss possible reform of the Law on Financing of Political Entities, and to define recommendations which would address problems that occurred in the practical implementation of the Law during the last elections. Participants used the opportunity to comment on the proposed solutions, to give examples from the practice and to raise new issues encountered during parliamentary and local elections.
Political parties, both from the opposition and government agreed that legislative framework needs fine tuning in respect of a number of issues, such as: 1) funding from party own sources; 2) loans as source of funding; 3) scope of control of the APC; and 4) existing additional budget allocations for funding of premises etc. However there is a consensus that core provisions of the law shouldn’t be altered.
