Corruption risk assessment of the Insurance Sector in Morocco

The Council of Europe, in cooperation with the National Authority for Probity, Prevention and the Fight against Corruption (INPPLC) and the Insurance and Social Welfare Supervisory Authority / Autorité de Contrôle des Assurances et de la Prévoyance Sociale (ACAPS), organised an online preparatory meeting in view of the initiation of a corruption risk assessment (CRA) of the Insurance Sector in Morocco.

The activity will be implemented in the period from November 2022 until September 2023 and will consist of several phases. Following the preparation of the methodological framework, the assessment will focus on risks related to core business and supporting processes and will be based on qualitative and quantitative data as well as findings from the structured interviews and meetings with beneficiaries. 

The activity builds on previous positive experience in analysing and assessing corruption risks in the banking sector of Morocco with the close involvement of Moroccan competent authorities and through the support of the Council of Europe within the framework of the South Programme IV.

Moreover, the methodology used and the lessons learnt of such experience will serve to further raise awareness at regional level with the objective to strengthen the institutional capacities of competent authorities to assess and understand corruption risks and implement related mitigation anti-corruption measures.

The activity is organised in the framework of the project “Promotion of good governance: fight against corruption, money laundering and financing of terrorism in the Southern Mediterranean” (SNAC 5), as part of the South Programme V. 
The South Programme V on “Protecting human rights, rule of law and democracy through shared standards in the Southern Mediterranean” is a joint programme co-financed by the European Union (90%) and the Council of Europe (10%) and implemented by the Council of Europe in Southern Mediterranean for a duration of 36 months (2022-2025).
