Council of Europe supports Kosovo* authorities in strengthening the AML/CFT legislation in line with evolving international and EU standards

Council of Europe through its joint European Union and Council of Europe Project against Economic Crime (PECK III) is supporting Kosovo authorities in strengthening domestic efforts in combating money laundering and terrorist financing through the implementation of FATF Standards as well as relevant EU evolving standards including the related recommendations provided in the PECK II Assessment Report of 2018 in the AML/CFT area.

For this purpose, the project organised on 20 and 21 June 2024 a working group meeting which served as a platform for the inter-ministerial working group entrusted to review the amendments to the AML/CFT Law by further integrating relevant international and EU evolving standards.

The event brought together representatives of the working group composed of Police, Prosecution, Financial Intelligence Unit, Central Bank, Civil Society, Tax Administration, Customs, industry professional representatives of certified accountants, auditors and money transfer remitters. In order to ensure synergies with other donor project and organisations, the project invited the EU Home Affairs Project, US Embassy and EU Delegation. 

Participants benefited from comprehensive exchange with the Council of Europe expert on most contentious issues covering the prevention side of the law including regulation on virtual assets, virtual assets service providers, non-profit organisations, customer due diligence measures, suspicious transactions reporting, threshold of cash transactions etc.

The project will continue to support this important process by providing expert advice to the process of further strengthening the AML/CFT legislation and its compliance with international and EU evolving standards in these areas.

The activity was organised within the framework of the “Project against Economic Crime in Kosovo” (PECK III), jointly funded by the European Union and the Council of Europe and implemented by the latter.
