The Council of Europe/EU joint “Project against Economic Crime in Kosovo” (PECK III) supported the responsible working group in reviewing the concept document on the establishment of a Confiscation Fund from the confiscation of illegally acquired assets.
The aim of the meeting held on 12 November 2021 was to discuss the recommendation of the Council of Europe on the establishment of the confiscation fund, its importance as a tool to incentivise law enforcement agencies and courts to improve confiscation performance and social re-use of confiscated assets in support to community programs.
18 members of the Working Group representing the Ministry of Justice, Agency for Administration of Sequestrated and Confiscated Assets, Ministry of Finance, Office of the Prime Minister, US Embassy, UNDP and EU participated at the presentation and discussed on good practices and challenges such as the need to set up a Confiscation Fund Committee and setting up clear criteria for the re-use of confiscated property.
The meeting was addressed by the Deputy Minister of Justice, who thanked the Project for continuous support to strengthening the system of administration of sequestrated and confiscated assets and emphasised the commitment to establish the Confiscation Fund and enable further re-use of confiscated assets.
Following the adoption of the Concept Document the related regulatory framework will be developed to govern the establishment of the Confiscation Fund. The Project will provide further support and advice to support the establishment and management of the Confiscation Fund.
