Establishing an effective whistleblower protection system in the southern Mediterranean

The Council of Europe, in close cooperation with the National Authority for Probity, Prevention and Fight against Corruption (INPPLC) of Morocco, organised the online regional workshop “Establishing an effective whistleblower protection system in the Southern Mediterranean” on 3-4 May 2023.

The event gathered 40 representatives of anti-corruption authorities as well as relevant entities from the public and private sectors of Jordan, Morocco, Palestine* and Tunisia.

With the aim to support beneficiary institutions in establishing an effective whistleblower protection system that fosters public confidence and the safety of protected disclosures, participants were introduced to relevant standards, concepts and good practices.
Furthermore, the workshop served as a forum for exchange of experiences, practices and challenges related to the protection of whistleblowers with a focus on reporting mechanisms as well as the role of responsible entities and oversight bodies. In this regard, participants could benefit from an exchange with the Dutch Whistleblower Authority.

The Council of Europe will provide further support to beneficiary institutions to establish and implement effective whistleblower protection systems in the mentioned jurisdictions.

The activity was organised in the framework of the project “Promotion of good governance: fight against corruption, money laundering and financing of terrorism in the Southern Mediterranean” (SNAC V), under the joint EU/Council of Europe Programme “protecting human rights, rule of law and democracy through shared standards in the Southern Mediterranean” (South Programme V).
