Follow-up and institutional perspectives in mapping corruption risks

Following the presentation of findings from the Corruption Risk Mapping (CRM) process in July 2024, which was conducted by using the Council of Europe Guide, the Council of Europe through the joint EU and Council of Europe Project against Economic Crime organised a follow-up event on 27-29 January 2025. The event aimed to provide comprehensive guidance to the Agency for Prevention of Corruption (APC) on integrating CRM findings, indicators, and data into broader anti-corruption efforts.

The event brought together 55 officials representing APC, public institutions, Socially Owned Enterprises (SOEs), and civil society actors. Through focused discussions with each stakeholder group, participants evaluated the effectiveness of the CRM methodology and indicators, identified challenges in data collection and risk assessment, and explored institutional perspectives on corruption indicators and risk management needs. These discussions were instrumental in shaping lessons for the future application of the CRM methodology.

Moreover, the event facilitated and open dialogue with civil society about its engagement in corruption risk monitoring and examined additional corruption risk indicators from a civil society perspective.

This initiative builds upon joint EU/Council of Europe and beneficiaries’ efforts in identifying challenges faced and improvement needs with regard to countering corruption in Kosovo. The findings will guide focused efforts to combat corruption and promote good governance.

The activity was organised within the framework of the “Project against Economic Crime” (PECK III), jointly funded by the European Union and the Council of Europe and implemented by the latter.
