Protecting human rights, rule of law and democracy through shared standards in the Southern Mediterranean (South Programme V)

The successful cooperation between the jurisdictions of the Southern Mediterranean and the Council of Europe, which has been initiated and implemented in the former four phases of the South Programme, continues under South Programme V.

As a cooperation tool developed by the European Union and the Council of Europe, South Programme V aims to enhance the protection of human rights and rule of law and further promote democracy in the Southern Mediterranean region with a focus on Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine* and Tunisia through progressive creation of a common legal space between Europe and the Southern Mediterranean based on the Council of Europe standards.

As an integral part of the South Programme, the project “Promotion of good governance: fight against corruption, money laundering and financing of terrorism in the Southern Mediterranean” (SNAC 5) continues to support the anti-corruption and anti-money laundering / counter-terrorist financing authorities by increasing their capacity and awareness; enhancing the cooperation between the authorities and regional as well as international counterparts; and strengthening international cooperation between the Southern Mediterranean region and Europe.

SNAC 5 provides technical assistance to beneficiary jurisdictions at regional level through joint and jurisdiction-specific actions pursuing the regional goal.

The South Programme V is co-financed by the European Union (90%) and the Council of Europe (10%) with a total of € 5,56 million for a duration of 36 months (2022-2025).
