Strengthening national capacities to Counter Proliferation Financing in Ukraine

In a proactive response to the escalating threat of proliferation financing (PF) and its implications for international security, a collaborative effort between the Project and the State Financial Monitoring Service of Ukraine resulted in a virtual workshop on Counter Proliferation Financing (CPF). Held from October 16 to 18, 2023, the workshop aimed to equip Ukrainian authorities with the knowledge and tools necessary to combat the proliferation of weapons of mass destruction and related materials. 

The virtual workshop garnered significant participation, with 199 registered participants from a diverse array of national public authorities. The event focused on raising awareness about PF, providing insights into the international counter-proliferation financing regime, elucidating the operation of PF networks, and highlighting the main typologies and red flags crucial for detecting PF activities. Participants were also guided on adopting a risk-based approach to CPF in alignment with FATF standards. In addition, key challenges and best practices in building robust counter proliferation financing frameworks were addressed.

Facilitated by international experts, the workshop not only disseminated critical information but also fostered an environment for collaborative learning. Participants had ample opportunities to engage in free and constructive exchanges, share experiences, and glean insights from both their peers and the international experts.

In the broader context, this initiative contributes to a deeper understanding of the complexities involved in addressing proliferation issues. Importantly, the workshop provided a platform for open discussions on creative and practical solutions to the challenges posed by proliferation financing. By empowering Ukrainian authorities with this knowledge, the collaborative effort aims to fortify the nation's defenses against the evolving threat of proliferation financing, emphasizing the importance of international cooperation in safeguarding global security.
