Strengthening the legal framework on public funding of political parties in Armenia

The Economic Crime and Cooperation Division (ECCD) supports the national authorities of Armenia to enhance capacities in the field of prevention and fight against corruption, money laundering and terrorism financing. To sustain further the needs of the national stakeholders in the field of preventing and combating corruption, the ECCD has undertaken a review of the legislative framework of Armenia (including draft legislative amendments) covering the public funding of political parties. The results of the legislative review were presented during a 2-days workshop organised on 27-28 November 2023, in Yerevan. The event gathered representatives from Corruption Prevention Commission, Central Electoral Commission, Ministry of Justice, as well as representatives of national political parties and civil society organizations.  

The main goal of the event was to discuss improvement needs in regard to the public funding system of political parties in Armenia, with a focus on reviewing the targeted state funding allocated to political parties and agreeing on possible improvements of the allocation criteria. The workshop provided an effective platform to discuss with national authorities, policy makers, representatives of political parties and civil society relevant international examples and practices in this area.    

Another important part of the workshop involved agreeing on possible mechanisms for oversight and enforcement of rules on targeted public funding, which should be put in place to assess the effectiveness of existing political finance system, as well as the performance of the implementation mechanism.
The Project will continue to support the national authorities of Armenia to enhance their internal procedures and expertise regarding oversight and enforcement of rules on targeted public funding aligning them with international standards and best practices.
