The Corruption Prevention Commission of Armenia receives support to advance systematic capacity building on the application of the conduct rules for public servants

Following the adoption of the Model Code of Conduct for Public Servants in Armenia in 2022, the Corruption Prevention Commission (CPC) has embarked on a proactive campaign to encourage its application amongst all public institutions with the support of the Council of Europe. To guarantee the implementation of the rules outlined in the Model Code of Conduct, throughout 2023, the Council of Europe supported the development of a comprehensive Interpretative Manual and has built the capacities of over 15 integrity officers to further guide the application of the rules of conduct in the public service in Armenia.

Building on these results, the Council of Europe delivered three capacity development events, with the engagement of the national integrity officers, aimed at enhancing the capacities of representatives from the Ministry of Finance, Prime Minister’s office and Eco Patrol Service of the Ministry of Environment in terms of unified application of the Model Code of Conduct. 

The events served as an effective platform to discuss with the Council of Europe expert and CPC, practical aspects related to the implementation of the Model Code of Conduct and its interpretative manual, acquiring insights and skills essential for its effective application. Through interactive discussions, case studies, and practical exercises, attendees gained a comprehensive understanding of the conduct rules in the public service and ethical principles. At the same time, the events provided an opportunity for the national trainers (integrity officers) to advance further their skills and competences in the field of adult learning methodology and techniques.

The Council of Europe will continue to support the Armenian authorities in further enhancing the effectiveness of their national corruption prevention system through legal reviews, capacity development and methodological support.
